WATER SERVICE LINE INVENTORY SUMMARY
· In 2023, the City of New Britain will be doing an inventory of the water service line (pipe that connects the water main in the street to building plumbing) in our community. The inventory will identify the
material of the service line, including if your service line is made of lead.
In New Britain, each customer is responsible for the maintenance and repair of the water service line from the main to the home. Some homes were built before the 1986 Federal Safe Drinking Water Act revision, which mandated that new plumbing materials be lead-free. So, older homes may have lead or lead-containing service lines.
NEW BRITAIN LEAD PROGRAM
· The United States Environmental Protection Agency (USEPA) Lead and Copper Rule Revisions (LCRR)
require water utilities to create and submit lead service line inventories by October 16, 2024, and then come up with a plan to replace lead and lead-containing service lines.
WATER SERVICE LINES in NEW BRITAIN
Like many other water systems in Connecticut, the City of New Britain’s water system has older homes and buildings that may have lead and galvanized steel service lines. The service lines are small, buried pipes that bring water from the water main in the street to the buildings. As water travels through the lead or galvanized steel service line, the corrosion of the pipe can add lead into the treated water delivered to the
customers. The treated water from the City of New Britain’s water treatment plant and street water main is otherwise lead free. Therefore, the existing lead service line, lead solder in indoor plumbing, and lead in some older plumbing fixtures are the causes of lead in customers’ drinking water.
Exposure to high levels of lead is a serious health risk. Lead builds up in the body over many years and can cause damage to the brain, red blood cells, and kidneys. The greatest risk is to young children, pregnant women, and unborn babies.
WHEN WAS YOUR HOME BUILT? The installation of new lead service lines was prohibited in 1986, and the ban became effective in 1988.

Since the City of New Britain’s water department cannot easily access the part of the water line located on your property, we need your help to identify the water service line material on your property. You can use this guidance to determine your service line material.
