Stormwater Quality Management

STORMWATER QUALITY MANAGEMENT IN NEW BRITAIN

Stormwater discharges in the City of New Britain are regulated for water quality purposes by the Connecticut Department of Energy and Environmental Protection’s (CT DEEP’s) General Permit for the Discharge of Stormwater from Small Municipal Separate Storm Sewer Systems (MS4 General Permit). This permit is the result of a mandate by the U.S. Environmental Protection Agency (EPA) as part of its Stormwater Phase II rules in 1999 and requires each municipality to take steps to keep the stormwater entering its storm sewer systems clean before that stormwater enters waterbodies.

 

Under this permit, New Britain is required to develop and implement a Stormwater Management Plan, which identifies Best Management Practices (BMPs) the City will implement to address the following six “minimum control measures (MCMs)”:

  1. Public Education and Outreach
  2. Public Participation and Involvement
  3. Illicit Discharge Detection and Elimination
  4. Construction Site Stormwater Runoff Control
  5. Post-Construction Stormwater Management
  6. Pollution Prevention/Good Housekeeping

One MCM is to develop a public education and outreach program with the following goals:

  • To raise awareness that polluted stormwater runoff is a significant source of water quality problems;
  • To motivate residents to use BMPs which reduce polluted stormwater runoff; and
  • To reduce polluted stormwater runoff as a result of increased awareness and utilization of BMPs.
